actually, they did change NG + levels, now your starting level is that starting lv of new games plus and all gears are linked to that level., the best level to start NG is lv 50, that was like that even before this new patch. hence why lvl 70 people got screwed, they get quest in the end of BW at lvl 119. 70 + 49 = 119.
